Exodus 3:7-10.. 7 The Lord said, “I have surely seen the affliction of My people who are in Egypt, and have given heed to their cry because of their taskmasters, for I am aware of their sufferings. 9 Now, behold, the cry of the sons of Israel has come to Me;
The Lord told Moses He had seen the heavy hand of their taskmasters, the oppression of the Egyptians and the terrible suffering. God had His eye on the Israelites for the entire time in Egypt, but now He was ready to answer their cries for relief.
This link provides three reasons for God’s timing provided to Abraham in 2081 BC.  400 years should pass.  They would come out with great possessions and  the Amorite occupants of the Promised Land had reached the end of God’s patience without repenting. The time had come.
8 So I have come down to deliver them from the power of the Egyptians, and to bring them up from that land to a good and spacious land, to a land flowing with milk and honey,
The Lord said He was going to deliver the Israelites from the Egyptians power. By now there were probably 2.5 million of His people and He was going to bring them into a good and spacious land flowing with milk and honey. He then described the land originally promised Abraham by. Here is a link with 170 Bible references to the land promised.
At this point Moses is probably excited about what he was hearing. Then 10 Therefore, come now, and I will send you to Pharaoh, so that you may bring My people, the sons of Israel, out of Egypt.”
Imagine his terror when God tells Moses He is sending him to secure the relief of the Israelites from slavery. This is the Egyptian power that 40 years before Moses had fled for his life. He had grown up, been educated, trained in government and military affairs as a prince of Egypt. He could not fathom the Egyptians letting their slave labor leave, especially by his leadership.
