Romans 10:9-17 provides the map to salvation. v.14 How then will they call on Him in whom they have not believed? How will they believe in Him whom they have not heard? And how will they hear without a preacher? A believer in Jesus Christ who obeys the great commission in Matthew 28:19-20 goes forth as the preacher and tells about the gospel of Jesus Christ.
As the gospel is proclaimed v.17 clearly says “So faith comes from hearing, and hearing by the word of God.” [Romans 10:17 NKJV] With faith from the word of God the lost person can confess Jesus as Lord and be saved. “…if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved;… for “Whoever will call on the name of the Lord will be saved.” [Romans 10:9, 13 NASB]
The Bible has many “whoever will may come” statements with the most famous “For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.” [John 3:16 ESV] God did not create human beings as robots but gave us a free will that can accept or reject Him. That personal decision determines a person eternal destiny in either heaven or hell. This decision is not works on our part because God by His grace does the work of salvation through the Holy Spirit.
I believe that the death of Jesus Christ was sufficient for the salvation of everyone whoever lived on earth. However, each individual has the personal responsibility of accepting or rejecting His free gift of eternal life. My good and loving God does not condemn any person to hell instead “The Lord… is patient toward you, not wishing for any to perish but for all to come to repentance.” [2 Peter 3:9]
